Marrakech – Morocco has made a significant leap in English proficiency, climbing to 68th place globally with an EF English Proficiency Index (EF EPI) score of 492, outpacing the global average of 488. 

This marks a notable 13-point year-on-year improvement, the largest in North Africa, signaling the Kingdom’s growing role in the international knowledge and business landscape.

According to the EF EPI 2025, Moroccan learners show varied strengths across skills. Reading leads with a score of 532, while listening remains the area with the most room for improvement at 460. Both writing and speaking scored 491, reflecting steady development in productive skills.

Proficiency also varies by job function, with human resources (548) and R&D professionals (543) topping the charts, showcasing a workforce increasingly prepared for knowledge-intensive roles. 

Students (473) and teachers (445) highlight the ongoing opportunities for growth in the education sector, while traditionally business-facing functions like marketing (422) and accounting & finance (425) lag behind, pointing to a need for targeted professional language development.

City-level analysis shows Rabat leading the urban proficiency rankings (517), closely followed by Fez and Benguerir (515 each), and Khemisset (513). 

This urban advantage underscores the concentration of language resources and international exposure in Morocco’s key economic and educational hubs.

Experts attribute this rapid improvement to a combination of government educational reforms, increased private sector English training, and Morocco’s expanding presence in global markets.

In 2024, Morocco’s Ministry of National Education, Primary Education, and Sports unveiled its plans for the 2024-2025 academic year, emphasizing English language expansion. 

The ministry aims to cover 50% of preparatory education with English instruction and ensure 100% coverage in the second year of education, reflecting a clear commitment to strengthening English proficiency nationwide. 

This initiative is part of a broader strategy encompassing organizational, pedagogical, and training support at all levels.
