Fez — For young Moroccan musicians, turning an original composition into a professionally produced track often requires access to equipment, technical expertise, and creative spaces that can prove difficult to secure.
Morocco’s Pass Jeunes initiative is part of a broader effort to reduce barriers to cultural participation, offering young people free or discounted access to services provided by the Ministry of Youth, Culture and Communication and its partners.
The free application caters to Moroccan citizens and foreign residents aged 16 to 30, covering cultural activities, entertainment, transportation, sports, and other services across the country.
Connecting young people with cultural opportunities
The ministry announced the nationwide expansion of Pass Jeunes in January 2025, following its initial rollout.
Since then, cultural institutions have incorporated the initiative into their programming.
The Institut français du Maroc established a partnership with Pass Jeunes for its 2025–2026 cultural season, offering young audiences free admission or preferential rates for selected activities.
Its official programming illustrates how the arrangement works. For example, the Institut français in Agadir reserved 50 complimentary Pass Jeunes tickets for a June 2026 concert by Amazigh group Tarwa N-Tiniri.
Such initiatives help young audiences discover artists and participate in Morocco’s cultural life without paying standard admission prices.
Creating opportunities beyond the concert stage
Meanwhile, the Institut français has developed separate programs that address the practical needs of emerging musicians.
In Oujda, its Stud’IFO rehearsal studio provides an equipped environment where performers can develop their projects.
The institution lists access to the 52-square-meter facility at MAD 70 ($7.17) per hour, with sound treatment and instruments designed for musical rehearsals.
Its Programme d’Appui aux Artistes Musiciens de l’Oriental (PAAMO) also provides professional development opportunities.
In April 2025, the program organized free recording-technique workshops at Zaid Bross Studio, introducing participants to studio equipment, recording preparation, and collaboration with sound engineers.
These initiatives illustrate the wider support infrastructure developing around Morocco’s emerging music scene, although their studio services are not automatically included in Pass Jeunes.
How young artists can benefit
Young people can register through the official Pass Jeunes application, available on Android and iOS.
After creating an account and submitting a request, applicants receive confirmation once their pass has been validated.
Users can then consult available offers and their conditions directly through the application.
Pass Jeunes also maintains an official Instagram presence, where it promotes opportunities and services for young people.
For emerging musicians, the growing network of cultural partnerships offers another way to discover performances, training opportunities, and creative communities.
Greater access to professional recording facilities would represent a further step toward helping young Moroccan artists move from developing their music to presenting it to audiences.
